U.S. Department of State International Traffic in Arms Regulations (ITAR) Technology Control Plans for Globally Dispersed Subsidiaries of a Large Defense Contractor

Global Innovators:

  • Aerospace
  • Department of Defense Contracting
  • U.S. Federal Government Contracting

US Complexity:

International Traffic in Arms Regulations and Export Administration Regulations

A large network of globally dispersed, wholly owned subsidiaries of a global defense contractor were functioning under multiple independent ITAR Technology Control Plans (TCP).

Phalanx designed a universal-template solution, leveraging common regulatory elements, and then adapted the solution across multiple global sites.

Simplification:

Subsidiaries of a large U.S. defense contractor were required to employ a Technology Control Plan to prevent unauthorized export or transfer of controlled items, materials, information, or technology at multiple global sites. But each site had developed its own TCP, based on disparate, host-nation site requirements. This caused inefficiencies, resisted supervisory oversight, and threatened regulatory shortfalls.

Phalanx reimagined the TCP requirement. Building off a common regulatory requirement, phalanx developed a foundational core of universally-necessary elements. This template was then refined for each international site in conformity with idiosyncratic, host-nation requirements.
